X Summon with Crown and Joker! Em tiger... chain!
Drop the crown with the chain effect and crown blade → frecia end
The most ideal flow when taking the lead is this.
As long as you create a situation where you can P-summon the pen magic, victory will come closer.

Strength

《Wavering Eyes》, which is a new theme with Ignister in it, is strong against Decks that use a lot of P-summoning, such as Majespecter, Magician, and Qliphort.
The more popular P Summoning becomes, the more this Deck will prove its worth.
(This can also be said for his Majespecter in his Dracoslayer, but only EM can handle battles with a single P monster.)
He also dueled with Majespecter in this tournament, but he took the second turn and killed him.
Circuro (3100) + Pen Magic (2800) + Joker (2100) = 8000 just.
The 500 damage of 《Wavering Eyes》is in front of it, though.

Weakness

Since it uses GY rather than normal P summons, it is weaker to Dark Row than HERO.
I want to deal with it even if I put 《Warrior Elimination》on the side.

Customize

Darkrow and 《Thunder King Rai-Oh》anti-Kong are included, so 41 copies are built.
There are many cards like Dokuro Bat Joker and Pen Magic that have search effects, and I want to keep Em in his Deck as much as possible to make the most of Higurumi's effect, so I think this number is surprisingly good.
For those who are interested, it would be nice to remove Kong and Rabbit and make it 40 sheets.
