Ideally, you should have 2 level 7 cards including Red-Eyes in your hand, with Rivalry + Time reading or Aioi or Sengan in your hand.
It doesn't come often, so let's use search cards or his deck compression to collect it.

Strength

Otto-Eyes Rebellion comes out fairly easily.
Rank 6 to 7 comes out, so the RBI is high and it's fun to be able to settle in a short period of time.

Weakness

Weak against Special Summon meta such as Opion and 《Vanity's Emptiness》.
There are also some card mishaps (eg: 2 Red-Eyes, 2 Mist Kings, 1 Star Reading, etc...)
