It's a 1:1 exchange exclusion where you can choose the target, but it has a time limit until the end phase.
It will be a card that can be used to temporarily remove monsters that get in your way, and in the meantime finish your development and end the Duel if you're lucky. However, there are often times when monsters that get in the way of that sort of thing have negate transformations or resistances that don't deal with this card. Considering the role of taking the target, it hurts a little.
