The unique effect is a permanent RBI increase, but its value of 800 is unsatisfactory. Moreover, V HERO itself releases monsters during the main phase and deploys them, so the enhancement and subtlety of monsters with weak stats that are not combat tricks or follow-up attacks stand out.
Once you release a monster with less than 1600 hit points, the total ATK will increase, but if you care about such a point, it is probably better to expand from Increase and hit with Honesty Neos, both in terms of efficiency and damage amount.
In the future, I think it will be difficult to adopt unless there is a card that refers to the type of V HERO.

Although it is a troublesome procedure to Special Summon, it is an effect of increasing the RBI and it is not worth 800 so much.
It's an ATK enhancement effect, but due to timing reasons, it's difficult to make a surprise attack with a damage effect. .
It's tough if you don't use it with a card like Dystopia that gives meaning to the fact that ATK fluctuates itself, but as it is said, the presence of Honesty hurts.
It looks like it's going to be pretty close to V, and it won't be adopted other than matching numbers.

In addition to Continuous Trap, which is a common effect of level 3V HERO, and Special Summon by releasing HERO, this card has the effect of strengthening one monster on the field if you succeed in Special Summon from Trap.
His unique effect is to raise his ATK, but even though it's a permanent effect, it's just enough to make him rush, and it's unsatisfactory for a V-Hero whose combat power isn't very high. It's a reasonably useful effect if used on a Fusion, but it would be troublesome to turn this card into a monster after the fusion. The existence of a poisoner with a pseudo-contraction effect is also caught.
I can't see where to use it for its unique effects, so it's probably one of the lowest priority V-HEROs. If you use the gimmick to the full, it may be adopted as a number matching, but...
