The monster effect is from 《Hand-Holding Genie》, with the attack guidance removed to make him exclusive to Performapal.
The P effect is to do Hand-Holding Genie to one of his Defense Position monsters on your field. This can be targeted regardless of his Performapal, and from a higher scale, it may be possible to consider adopting it around his Superheavy Samurai.
