Since it's an "off-road", I wonder if there was something to lower the increase rate of the level up effect. If this is the case, it's honestly not worth adopting even if it's F.A. City Grand Prix. For the time being, the handicap effect at the time of non-combat destruction is meshed with the effect that the level = ATK does not rise in the battle phase, but it is too backwards.

The level increase effect of (1) is only in the main phase, so I think it's good to use it to meet the conditions of high-level Synchro Summons and his Special Summon of F.A. Dark Dragster.
With the effect of (2), even if the "F.A." monster is destroyed by battle, I think it's excellent that you can destroy your hand.
Even if it is destroyed, I think it's a strength that it can be connected later by the search effect of (3).

In addition to being compatible with F.A., which restrains the opponent during the main phase, it also works well against Synchro. For F.A., whose fighting power is rather low, handicap will also be a restraining force. However, since it is a transparent trap, removal may fly.
Again, the neck is that the city is too versatile. Compared to Circuit, it lacks destructive power, and since the main card is to level up, City has a greater presence than Circuit.

Moreover, the mysterious constraint of turn 1. There is no point in prioritizing 《F.A. City Grand Prix》. It will only be used if you are aiming for a special victory with 《F.A. Winners》.
