Palladion's Link 2 has Regulex, and although the RBI is low, the marker can be used in the main monster zone, and in Palladion, Link 3 and below are relays, so there is little to worry about.

The activation conditions are easy for Palladion, and you can deploy it from cards other than your hand, so you can use it even with his Deck, which has a lot of traveling parts, but there aren't many situations where you want to interfere with the opponent's board by moving monsters, so I'd rather use it myself. The number of decks that make sense is pretty limited.

However, in Palladion Link 2, Legris already has excellent effects, and it is difficult to find an element where this card's monster movement is superior. If it's an activation effect, it's fine, but if it's a Palladion, it's even more difficult to say that it's a Special Summon trigger that's arbitrarily hard to use, even though it's an easy condition.
