The effect of (2) is reasonable, and it is easy to satisfy the Special Summon condition because you can salvage 《Punishment Dragon》and increase the number of removals.
However, Lightsworn's effect puts him in GY, and at the same time he must already have 《Punishment Dragon》in GY, so it's not an effect that can be used at any time.
Also, the activation conditions for effect (1) are rather strict, and since it is an effect that assumes that the Deck is spinning to some extent, it is likely to become your own card.
