Normally he doesn't have a turn because he has a bit too many Cyber dragons in Cyber style, but when combined with something like Sky Striker Ace, he might have a turn.

It's not that Toon can't be used as an attacker or a deployment member, but he has a good position due to his kingdom. However, the ability itself is high and can also be a removal agent from the existence of the fleet. There is no loss even if you prepare around the side.
On the other hand, his other deck is a big selling point because it is a level 5 monster with a development effect that can be searched by lottery and a real removal effect.
Among the cards that can be searched in the lottery, it is highly versatile, so it can be used as a set for a trip to the lottery. It feels extra because the canosol has been banned.
Overall, I think it's an excellent card, although it has some quirks.

It cannot be treated as a "Cyber Dragon", but it can be treated as a "Cyber Dragon Monster", so it is highly rated for its ability to be used as a material for Rampage and Eyes.
