Special Summon can only be performed when an attack is declared, and it is difficult to use as a Trap monster with a status of 0 on top of that.

If you use only the first effect, it will only become a meager Trap monster, so if you use it, I would like to expect the second Roman gun effect, but you have to spend a lot of time and effort to get great damage. If you use Gourai Monarch, you'll be fine. Also, the activation of the standby phase is rather tight.
