The exclusion effect isn't bad, but it's better to prepare a rank 8 that can suppress this card by inserting another level 8 that makes it easier to put out this card than the board where this card is set with the photon dragon of Galaxy-Eyes. If you just want to be a kite, you want to throw in one.
Even if you have "Galaxy Eyes", you can activate it only during your own turn, so learning "Photon Stream of Destruction" is probably a mandatory subject for Galaxy Eyes monsters. The only other monsters that can be activated in the main deck are "Galaxy-Eyes Afterglow Dragon" and "Galaxy-Eyes Cloudragon" (although they may be the same individual as the photon dragon of Galaxy-Eyes), and we can see that they are the chosen theme. I'd also like to see Galaxy-Eyes' photon dragon boyhood and the process of 《Number 107: Galaxy-Eyes Tachyon Dragon》, so it would be nice to increase the number of Galaxy-Eyes in the main deck.

Being able to remove it with a Quick-Play Spell is powerful. However, to be honest, there aren't many situations where you have a "Galaxy Eyes" monster and a card you want to banish. Even without the Galaxy-Eyes Photon Dragon, it would have been a reliable card if it could be activated during the opponent's turn.
