It has an attack lock effect, and its own defensive power is also reasonable. In the mid-game, it's easy to run out of cards, so it's easy to use, but relying on your opponent is still a bottleneck, and with removal spells prevalent, I can't feel at all relieved with an attack lock.
The attack lock is just a bonus, basically using level manipulation is the main thing, and it will lead to rank 8.
Compared to Parsec, which can be connected to Rank 8 under similar conditions, it's a lower class, so it's less prone to accidents, but since it's not originally level 8, there are parts that don't fit well in terms of support. You can just be a collection target for Nebula.
If it's Mizael's fan Deck, it's a performance that can't be used.

Quite unstable as a lock. Of course, if the opponent has 4 or more cards in their hand, and if it is removed, he will have no choice but to defend with Spell/Trap. It is more useful to Xyz Summon as soon as possible by using the effect that can reach level 8.

A new type of wall monster.
Alone with this card & even though it depends on the opponent, it seems that it has become possible to allow a constant threatening roar at a lower class...
Defensive cards like that can only be broken through by getting a removal spell or simply increasing the number of cards in your hand, so if you look at that alone, it's on par with Swords of Burning Light.
However, the latter effect is important. It came with a low class that can be disguised as a level 8 by an activation effect that makes you wonder what Radius was.
If you Special Summon one body, you can easily connect it to rank 8, and it is quite reassuring as a part that does not easily decay as a wall.
Also, since it is a status that is easy to special summon, you can catch it with debris and get a rank 4.

Since it is low grade, the advantage is that it is hard to spoil in your hand.
Easy to summon Dragon level 8 is abundant (Blue-Eyed photon dragon Schwarz montage sin stada etc) so level change effect is easy to use
It's one of the few Dragon Level 4 that can be caught with debris, so if a Rank 4 Xyz with a Dragon-designated material comes along, its usefulness will increase even further.

As such, it might be a best-in-class barrier against disadvantaged opponents like Infernity. Both effects are useful in their own way, so it's a card that makes you think about such things.
Personally, I would like to see the latter. For decks that can easily deploy level 8 dragons such as Blue-Eyed and Galaxy, the fact that it is an easy-to-deploy, level-8 member of stats and that it is hard to rot is a big attraction.
The wall effect is quite easy to fulfill with 4 or less cards in hand, and although it is scary to destroy the effect, it can do the job of buying time. Be careful with negate effects.
Overall, it's a card that has decent effects, and if it's a level 8 dragon, I think it's one of the candidates for low class.

The effect in the first half is excellent as a wall because it prevents you from declaring an attack depending on the number of cards in your opponent's hand.
The latter effect is a level change effect that works well with Blue-Eyed and Galaxy-Eyes. Especially in Galaxy, it will be a low-level monster following "Galaxy Wizard", so it will be a valuable card. Also, since it is a low-class dragon, it can be an opportunity to adopt Redame in Galaxy.
Personally, one of my favorites.
