Comprehensive evaluation: Although it is necessary to use Kaiju etc. together, it is an advantage to earn a large amount of fog counters.
Since the Fog Counter can be any monster, it is possible to refer to the level of "Jizukiru, the Star Destroying Kaiju" and place 10 Fog Counters on "Cloudian - Cirrostratus" to remove 5 monsters.
You can also follow up with Cloudian - Nimbusman, placing 10 Fog counters will give him 6000 ATK, allowing him to attack Kaiju and deal damage.
However, he himself can't do Special Summon, and it's difficult to put out 《Cloudian - Cirrostratus》etc. with 《Summon Cloud》etc.

It has the effect of counter generation and self-destruction recommendation by being destroyed in battle for damage cut. It's easier to summon high level or higher than in the past, and hopefully you can generate a lot of counters. The advantage of being able to distribute the counters one by one is not small.
However, it tends to be delayed due to the convenience of the battle, and the appearance of X and Link, which do not have levels, is a considerable headwind. I have become dependent on others.
If you're going to handle it well, it's preferable to send him Kaiju or something. However, even if you put a counter on it, it is difficult to maintain it for a long time in the current environment, and the above-mentioned slowness is noticeable here as well.
Ultimately, he can't special summon and is level 1, but he doesn't support 141, and if he can't deploy even a summoning cloud, it feels bad to handle. Search salvage is still plentiful though.
It feels like a card that has lost a lot of usability due to changes in the environment.

Haunted clouds?
You can deploy a lot of counters on the field with a suicide attack, so it works great with Nimbusman, who refers to numbers anyway. Other than that, it works well with effects that use fog counters in general, making it an excellent support.
However, it is not possible to do Special Summon, and it is a little lacking in speed that the summoning right is required. Cloudian has many cards that accumulate fog counters with summoning rights, so it will be a battle for summoning rights. Also note that this effect is useless against Xyz Monster as it is level dependent.
Cloudian itself is a tough deck for him, but this card is getting tougher as well.
