Overall Rating: Nearly the best low-level Toon with his handicap and high ATK.
It's easy to gain an advantage by destroying the opponent's hand with handicap while protecting with Toon Kingdom.
However, even if it deploys, it can't attack immediately, so you want to take countermeasures against Kingdom and removal of this card.
After all, you want to use deployment obstruction together to suppress movement and open up a gap for a direct attack.
As an attacker, the highest grade Toon with increased deployment support is better, so it is a meta-oriented construction that makes use of handicap.
