Comprehensive evaluation: 《Windstorm of Etaqua》can be used in combo with 《Junk Sleep》, but the timing is difficult.
《Junk Sleep》can be set and reversed, and if you use it when your opponent has finished deploying, you can put him in Defense Position and block attacks.
However, if the monster in Defense Position is used as material to create another monster, it's over, and efficiency is poor.

It's not a helpless card because it can do work to the extent that it can surpass the opponent's all-out attack, but it's more convenient because there are many traps with similar effects that can be used in free chains.
Even less, it can't be helped with a single card that has no uses other than as an effect. Since there is no particular combo, it is difficult to say that there is no way to develop it.
