Cards that are too restrictive to fit in a fan deck these days. At least if it was a constraint by the effect, it might have been used as a denial.
There is a card with a very similar name, 《Curtain of the Dark Ones》. How do you get the fusion material of "Kamionwizard" to be "Dark Magic Curtain"? No good?

To be honest, it's not a practical card. You pay half of your LP to get a Vanilla Monster Black Magician from your Deck. The disadvantage of not being able to Flip Summon/Special Summon is too fatal, so it's probably not possible to use it outside of the dedicated Deck.

The LP cost and the deployment limit are tight, and the two cards can do other moves.
