The effect of lowering a monster's level by 1 doesn't mean using a single card.
It can be used against the opponent, but the effect lasts only until the end phase and it's not a flinch, so there's almost no use for it.

Comprehensive evaluation: If 《Celestial Double Star Shaman》is used, there is a way to use it together.
If you make a level 2 non-tuner level 1 and synchro summon Celestial Double Star Shaman, you can revive that non-tuner and this card placed in GY to perform a level 6 synchro summon.
If you use it for 《Doppelwarrior》, you can generate a token, and you can reach a level 8 Synchro Monster and two Doppel Tokens.
You can connect to 《Martial Metal Marcher》.
Use this synergy to find adoption value.

I think it's a little better because I don't have to put it on the field, but if I want to raise it, the only thing that lowers the level by one with the activation effect is adjusting the S material of my monster.
If you can't use it for your opponent's meta, lowering the level is almost meaningless, so you can guess the value of this card.
