As already said, it has the effect of treating it as the sea while being a Continuous Spell, so you can deploy two seas on the field. You can maintain the sea even when dealing with cards that activate the sea as a cost.
In addition to granting target resistance, you can deploy monsters from your hand or his GY at BP, reinforcing your presence and deployment power.
However, the target resistance becomes difficult to use together with the fake No4, which is a powerful presence in his WATER, and the deployment effect is slow with BP, and it is limited to defense and self-destructs when the BP ends.
It works well with the submarine surprise attack, and you can reactivate this card from his GY to avoid self-destruction, check the battle side, and strengthen the presence of this card itself.
If you have all of them, you will have an annoying board, but the impression is that they are highly dependent on combos.

There are 5 types of cards that can be treated as sea in the Field Spell zone, but only this card and Forgotten Temple of the Deep can be treated as sea in the Spell & Trap zone, so this card will maintain the sea even after the sea is costed with Kairyu-Shin's Dark Reef. There is strength in doing so. I'm grateful to be able to protect 《Ocean Dragon Lord - Kairyu-Shin》, which can search for this card, as well as granting target resistance. However, the main development effect cannot be used first, and it is subtle that it is a combo premise. It's possible to use 《Mega Fortress Whale》during the opponent's turn to destroy it while searching, or to escape destruction with 《Sea Stealth Attack》, but it's usually difficult to use.
As a sea frame, 《A Legendary Ocean》or 《Phantom City of Pacifis》would be preferred, but as mentioned earlier, if it is a premise of balancing with Kairyu-Shin's Dark Reef, there is room for adoption in addition to them.
