If he uses a card that deals ATK worth of damage, he doesn't mind the halfway high ATK.
However, if I were to send a handicap, Fire Sorcerer would be a handicap with 2 cards.

A card that was probably designed as a low-ranking attacker with the effect of keeping control from being taken, rather than being handicapped by sending it.
However, if that's the case, Blindly Loyal Goblin, which completely blocks control seizure itself, is the same as his ATK, so if you send it to aim for handicap, he has a high ATK and it's a bit scary. Since it is level 4, there is also the fear that it will be used by Xyz.
Overall, the aim is half-hearted. It's not even a Ninja, so it won't be of much use.
