Dropping from EX is really rare and powerful
But it doesn't matter because Dogmatika can easily use that exceptional effect with other cards.
If you use Dogmatika, you can do the same thing as many times as you want, so you don't need it
If you shoot this against your opponent, ah, it's still better with just one card.
