If your opponent has an effect that you really want to use, you can discard your hand and use it, but there are quite a few Decks these days that use monster effects such as Dragon Link.
It may not be very effective for decks that enjoy using Spell Trap, such as in-person battles, but it may be effective for decks that are halfway towards the environment, as it will force you to discard your hand.
It's a permanent effect, so you can't "negate the effect and destroy it", so it's also interesting that it can't be stopped by that effect. … though it's powerless against Valer and others.
It's a pain to have a low attack and defense, but depending on how you use it, I think it's a better pressure than "negate and destroy".
If you're really not sure, he'll always be the WATER Deck when making Ice Barrier, so if you can get Bahamut Shark or something like Toadally Awesome in regular form, I think you'll be able to put even more pressure on him.
If it can be used first, it can be a threat enough, but there are many effects that can stop monster effects, so it's a minus in this evaluation.

It's been over 10 years since Yu-Gi-Oh restarted, and it's been a little over 3 months, so it's no longer a newcomer, but you can clearly see that it's strong. With this one card, you can salvage from removal, exchange cards, and even search. I think it's no exaggeration to say that it's an essential card for using kozmo.
It's a bit disappointing that it can't be applied if the method of being destroyed is just one word "exclude", but since it's a "case", it's still strong because it doesn't miss timing other than that.
