This card has three strict activation conditions: when you have more cards in your hand than your opponent with a "Silent Magician" monster, and when it's only in the Battle Phase. At the very least, it would be nice if I could activate it during the main phase with only one "Silent Magician" monster for the purpose of drawing, but I think it can't be helped with OCG for game balance.
