There is no reason why Counter Trap, which can negate the activation of a wide range of effects at no cost, is weak.
However, this card has a terrible drawback that the conditions to activate it are strict...
Not to mention limited cards that can only fit one copy in the Deck, it is extremely painful not to be able to stop powerful monsters that have just emerged from the EX Deck. In the first place, there are a lot of cards that are enough to pass the effect once, so I feel like it's more likely that even if the second activation is stopped, it's a hot stone...
Even if you look at it as a part of the Permission Deck, it's hard to say whether or not to use this card in addition to various divine counters.
