The level 4 axis Hope is a type that determines continuous draws with tactics, so if you pull Trap it will stop. Hope itself is often depleted. I think it's a little out of line in that respect.
If anything, I think it's for Beyond. A card that is the strongest Hope when put out on the opponent's turn, and also allows you to perform a low-cost Xyz with a high-grade monster, is valuable.
