The effect of (1) is to change all monsters on the field to the declared attribute, and it is a powerful effect that blocks the activation and attack of opponent monsters with the declared attribute. In other words, it's like a shock ruler + roar with limited attributes, and if the opponent is a deck with uniform attributes, it may be clogged with just that. What's more, the monsters that appear after the effect is activated will also become declared attributes, and it's a brutal performance that seems to relieve the frustration of Rank 9, which has been unlucky until now. Since there is no specification for the declared attributes, DIVINE can also be declared (almost a gag).
