The effects of (1) and (2) don't make much sense if they are removed at the time the hope material is played. It's only useful if there's a hope that's already out and luckily hasn't been removed.
The effect of (4) is the favorite, and it is useful as a deterrent for the Hope Deck, which has clear strengths and weaknesses. If possible, I'd like to put it out before the opponent moves, but if that happens, I'll accumulate a lot of RUM and the accident rate will increase. Rather than actively aiming for it, it seems that it will be used as one of the options for processing surplus RUM. If it's the 1st turn, it's probably better than Dragoon.
When you actually use it, you'd think that the opponent would make a bad face, but it's surprisingly easy to break through with Demoche, Breathle, and the rabbit you're holding in your hand. If it's a rabbit, the effect will remain for 1 turn, but it's also painful because it's a card from your hand. I think that some kind of backup is necessary without relying only on this card.
