The effect that can increase your hand cannot be weak. Weak... no way.
Since there is no draw in the draw phase of the first turn, support such as Thunder Dragon is essential to activate in the preceding turn.
Even if it can be activated, the disadvantage immediately after activation is too intense.
If you can maintain it, it's definitely strong, but... the problem is whether you can protect this card with almost no cards in your hand.
A Deck that can strengthen your hand from the first turn... Activation itself is easy if you have a gimmick like Library Exo, but you don't need this card in the first place.
Not limited to Library Exo, decks that can easily increase your hand are often tactics in themselves, and in most cases do not mesh with this card.
