It's not a good effect to pack into one.
The first effect is GY Fertilize and Search. It's a pretty powerful card at the cost of dropping the Evil Eye monster and the Evil Eye Spell Trap from the Deck to GY, but it's also broken with the Evil Eye Equip Spell search. Moreover, if you use Catoblepas to drop it, you can deploy it, and if you use Gorgoneio, it's practically the Evil Eye all-purpose search. The card power of how many ads you can earn with this effect. If you use effects other than the Evil Eye, you need to pay LP, but that's a level that doesn't matter.
The second effect is to equip the Evil Eye Link Monster with the Evil Eye Equip Spell from GY. It's kind of a bonus effect, but with the 1 effect, you can prepare the Evil Eye Equip Spell in GY, so it's a perfect match. The Evil Eye Link Monster can't show its true value without his Equip Spell, so it's a modest but excellent effect.
The compatibility with the existing the Evil Eye is perfect, and considering the power of just one card, I think it's a top-level broken card even in this bullet.
