It's still easy to fill 2 copies with less than 100 LP, but Hope for Escape seems to be enough for that, so if you want to use this card, you should still aim for 4 copies.
If you use the effect of Number S39: Utopia Prime , your LP will be 10, but the condition for drawing 4 cards here is "less than 10", so you can't meet it as it is.
If he wants to draw 4 cards, he needs a card that halves his LP.
The Dinomorphia in the pack that contains this card has many cards that halve his LP as a cost, and it is assumed to be used in combination, but if you reduce LP to 9 or less from the initial LP, 10 times he will halve LP. And I have a feeling that there will be a settlement before that happens.
