Even if it's 《Cosmos Channelling》, you can't peek at your opponent's hand except for effects.
When the opponent sends his original owner's monster to GY and special summons his machine in his hand or his GY, and by guessing the type of card drawn by the opponent when Psycho Shocker exists, this card is sent to GY. It has the effect of drawing 1 send.
It has an effect that presupposes control seizure. In the Psycho Shocker Deck, it will be used in combination with the effect of the Psycho Layer, but if you prepare 《Mind Control》or 《Crackdown》in addition to that, you will be able to use the effect more efficiently.
Another effect is to hit the draw, but the Psycho Shocker Deck doesn't have such a prop, so you'll have to commune with the universe or have your brother peek at the cards. However, the only thing you can get by going that far is one draw and an information add without losing this card, so it's a pretty subtle benefit.
