It's a hand exchange that has no disadvantages after activation, but if you use it simply, it's 2:3. Cards that cannot be Normal Summoned, which are specified in the cost, often have an accidental nature, depending on the item, and this card itself can also be an accident factor, so there is a risk that the accident avoidance will turn the cart before the horse.
Backside exclusion is one of the difficult factors to deal with. As it has already been said, just banishing cards from your hand is close to backward compatibility with Gavel and Slaughter, so you'll have to make good use of the fact that it's compatible with the field.
If you use it in combination with Control Takeover, or if you deal with things like rabbits that can create multiple cards with one card, and activate them by deploying two Links, it will be 2:2 for the time being.
