She's not as powerful as Firewall Dragon, but her link summoning conditions are loose and her effects are powerful.
The effect of (1) is a card that consumes one card cost and allows him to set a Spell/Trap card from GY. It cannot be activated the turn it is set, but being able to reuse the card placed in GY is still very strong. However, due to the effect of (2), it cannot be activated unless it is in a mutual link state, so be careful.
(2) is an effect that seals the effects of Special Summoned monsters. Since this card has Link Markers facing up, down, left, and right, you can limit your opponent's movement by placing it in the Main Monster Zone and preparing another Link Monster of his in the Extra Monster Zone.
All in all, it's definitely a pretty strong card. Even in "Prank-Kids", it is easy to use this card to set a big runaway and fusion summon House Battler during the opponent's turn.
