It's very binding on token tactics, but many themes don't use tokens at all, so it's a good choice in situations where there's a clear meta target or in a side deck.
However, building a Deck for your own use isn't a bad route either. Token-generating monsters such as Clock Wyvern change into monsters that can lure this card, giving you the flexibility to choose between Figure 8 Link and Rank 4. It's also good that this card itself has a status that makes it easy to bring it to your hand or GY.
