In other words, his deck this time is a joke deck that draws and burns centered on the effect of Diamond Guy, and tries to win the damage including the effect of Dragoon. Normal Spell is more for Diamond Guy.
If he has a card that can't be used in his hand, he can use it as the cost of a spell or discard it with Meteor Prominence!

Strength
