It's almost useless as a removal card.
It might be interesting to use it in a deck where "discard your hand" and "make your opponent discard their hand" are adverts.

It targets and negates the effect in exchange for handicap, so it's unreliable as a removal, and it's inferior to Phoenix as a means of removing Spell Trap, but considering that it doesn't matter what type of card it's face-up. At least I can compete with Cerberus.
