It is desirable to keep the content of the EX Deck specialized for either one without being greedy, and if you consider the balance with your competitors, choose the effect of exchanging cards that allows you to dig into his deck without reducing his hand alone. Will you do it?
If you choose the effect of your own SS, you will need a combination of your own race/attribute and an effect that makes use of banishing Link Monsters. It is possible that this card will banish the monsters you want to use, so I would like to consider adopting it with that in mind.

Comprehensive evaluation: Focus on either Special Summon or draw.
He doesn't use an extra deck, so if it's a deck, he can only deal with cards that can be removed with 《Pot of Extravagance》.
If you limit it to anything other than Link Monsters, you can exchange cards, and if you limit it to Link Monsters, you can do a Special Summon.
That said, there are monsters such as 《Jester Confit》that can be Special Summoned from your hand unconditionally, so I guess I'll mainly be thinking about swapping cards, which can be done easily.
If you can return the banished monsters to the Extra Deck, it's not like there's no way to use Special Summon.

It's a very delicate card when viewed as a deployment card, but it's not so bad when viewed as a hand swap.
The deck he wants to draw with this card seems to be a deck that puts a lot of money into it, so it shouldn't be difficult to set up an extra with 0 links.
Even so, if it's just to draw, it's often easier to use nouveau riche, but if you activate it, one monster will drop to GY, and the opponent's LP will not be restored, which is a point of differentiation that cannot be ignored.

Personally, I think it's an interesting card, and one that has the potential to be beneficial in some decks.
I tried using it as an undead proxy, but it behaved interestingly.
If you can remove Ande S, you can turn it into a fire god bullet, and Link Apple itself can be used as his Special Summon, returning it to the EX Deck, so the loss is 0.
Even if you fail, you can draw one card and there is no waste, which is plain strong.
I think that 《Pot of Acquisitiveness》can be included in his Deck, which normally uses a lot of exclusions such as GY cost, so I have the impression that it is not as weak as I say.
As already said, if you want certainty, you may not be able to use it, but if you can make the most of it, I think there is no reason not to adopt it.
If you want to remove cards from the EX Deck for sure, you can remove them after committing seppuku with Zabolg, or you can use an extra shooter.
So far, I have the impression that it remains an interesting card.

You can exchange cards while destroying EX, and even if you fail, you can exchange cards. Neither effect is bad, but...
The bottleneck is that randomness is strong and stable operation is not possible. To increase stability, it is easy to be bound by the construction of EX. If you just want to develop Level 1, there are many other cards that are easy to handle. Combos will be important.
If you treat it properly, it gives the impression of poor dexterity. However, the support and status are blessed, so the future seems to be high.
