You can skip 2 removals at most, but if it's an access, you can skip 3 or 4 removals with GY removal even if you don't release it.

Untargeted Destruction is great, but it requires releasing monsters, so you have to be prepared to spend a fair amount. However, in the Cyberse Deck, he is a Link Monster with a valuable removal effect, and Cyberse Link Monster is very lacking in removal from effects, so this effect is very welcome.
