Limited to Normal Summoned monsters, but equipped monsters become stronger against monsters.
It also lowers DEF, so you can avoid being stuck with monsters with high DEF, but if you just talk about battle, you'll almost never lose, so you want to take advantage of the 1 resistance effect.

Equipped on Pachycephalo, he can deal with Monarch RBI and can powerfully suppress Special Summon.
