It can catch all the lower classes, but it is not as strong as it is written because it is limited to level 5 summons and the effect is negate attack.
It's reckless to rely on the level change effect of the dice in the second half to go for Synchro and Xyz.

When summoned, monsters of level 4 or lower can be revived with the effect negate, and it has the effect of returning all the levels of monsters on the field by rolling the dice.
