Overall Rating: Unless it's a pretty rocking Deck, it's over before it joins your hand.
After my 3 turns, I have 3 more cards in my hand, but after the 4th opponent's turn, it's null.
It's not uncommon for the outcome to be decided after that many turns, so it's safer to use other draw cards.
If you use 《Final Countdown》, the turn may pass and you may be able to use it.
