He is Gouki, the second LINK2.
Since it is rare for the opponent's monster to be linked, the basic usage is to activate the effect on his own Gouki that he deployed and aim to revive him from GY.
There are Suplex, Twisted Cobra, Hug Bear, Moonsault, and Two Platon that can actively activate the effect, but Suplex is used for starting in the first place, and if you have time, deploy his Gouki to activate it. It's good to use it as much as you can.
Will it be a flow of reviving Jadow with two Goukis, reviving Twisted Cobra under Jadow in a rematch, activating the effect and negate it to revive his high LINK Gouki from his GY?
You can create LINK3 with the leftover Jadow and the other monster revived in the rematch, and it will mainly be used in the process of consecutive link summons from the second time onwards.

Since he doesn't have many types of Gouki that activate effects on the field, I think Jet will be preferred.

The effect is a little harder to use than the jet auger. Rather than trying to keep the opponent in check, it would be easier to use it to destroy his own monsters and lift his GY's Link Gouki. That said, GY's ability to summon his Gouki is excellent.
