Cyber Smeta of attack reaction system. But how is it that you also use Cybers as a premise?
From a meta perspective, the EX monster zone is out of target, and even if you can destroy it, it will be revived in the end phase of the turn, so it's a tough place.
The second effect, granting resistance, is powerful, but this first effect is a hindrance, and if you pull it out, there is a danger that it will almost rot. If you ask me if it's worth sending GY, I'll tilt my head.

Since it will be revived after all, it is subtle as Cyber Smeta. Moreover, monsters in the extra monster zone cannot be destroyed. Since it is an attack reaction type, it is very difficult to use because it is slow. If they were in the GY, it would be a check, but since they could see it, they would move on the assumption that they would be prevented.

Anyway, it's pretty tough that you can't even activate it unless your opponent uses his Cyberse. Cyberse doesn't have a lot of versatile cards, so unless the opponent is using his Cybers, there's even a chance to activate it... and since it'll involve your own field, if it's just the first effect, the Mirror Force series should be enough.
The second effect is the true value. It will not be affected by any effects, but it will be used as a countermeasure against monster effects from the trigger when monster effects are activated. As soon as possible, he wants to send a card to GY, but if he draws it in his hand, time will stop, so that part is unstable.

Cyber Smeta and Link Monster back upper. If the opponent is his deck that doesn't use Cyberse, he will completely rot unless he sends it to GY, but after wiping out the main monster zone, he will resurrect all Cyberse Link Monsters with a trap. However, the opponent is almost "using Cyberse = using Link Monster", so depending on the situation, it may be disadvantageous.
In the current environment, I would probably just keep it in the side deck. Or you can send this to GY as a burial and give it effect resistance. .
