Use it when you want to entertain your opponent by giving them 3 more GYs in response to their girlfriend's GYs.
With this, if he could use a Continuous Spell and his own effect to trigger it, he would still be good as a deck destroyer, but contrary to the name, it gives the impression that it's nothing but salt to Lilo.
