You can also summon a low-class Cubic by ignoring the summoning conditions, but since the ATK doesn't increase, the two Level 4 monsters are worth it. The effect of GY activation can be used without problems.
If you use it normally, you'll be doing a bunch of deck compression GY manure that provides good material for your opponent. Fortunately, there is a ruling that can be used even if the opponent cannot use his Special Summon, so it would be better to aim for that kind of overthrow.
