In the current environment where high RBI is easily deployed, the expected value of firepower is high.
However, since it's a target, of course, it's a hindrance, so it can't be activated by those who have target resistance, and it's still highly dependent on the other party.
If you want to stabilize it, you want to use it together with Kaiju. It goes well with the Rise Falcon, which is the same RR.
What's even worse than its effect is that it requires Rank 3 and RR as materials, and RR is his Deck that is mostly Level 4, and there are only a few Level 3s.
However, thanks to Raiders Knight, it became possible to deploy without difficulty without level 3RR.
Still, I can't say it's a high priority, but I think it's at a level that can withstand use.

I think rank 3 is quite a thorny road, regardless of rank 5 or higher with RUM.
The effect itself can be said to be a powerful effect that can aim for an oversized burn. But what about the fact that it's hopelessly out of engagement with the material Skull Eagle? In the anime, you could also target yourself, so it was meaningful to improve the RBI, but since the target was only the opponent's monster, it disappeared. It's pretty painful to have it as an activation effect, and it's been greatly weakened from the anime.
