It has a fairly heavy material specification of level 8 x 3, and the effect cannot be used unless Dragon is used as a material, so it would be easiest to use something like [Holy Engrave].

It cannot be used in official duels, but if you actually plan to use it, I think it would be best to use it in the 8th Axis Sacred Engrave.
Or you could try raising the Dragon Ruler's level by 1...
