If the effect is destroyed on the field, you can draw 1 card, but if you think about it normally, there is no point in using a card that has only this effect.
These effects shine because they are attached as a bonus to other effects, and it is a roundabout way to prepare a separate card that destroys it for the purpose of drawing.
At least if it was a loose condition of going from the field to GY, it might have been noticed by the link summoning.
