It's nice to be able to immediately connect to rank 8 if summoned, but it can't be activated with Special Summon, and you have to stack multiple heavy ones, so the risk of an accident is high.
It's compatible with Galaxy Photon, but it doesn't work well with GY because it can't Special Summon.
Galaxy Photon will be ready to be summoned in Sanctuary, but considering his current Photon card pool, rank 8 development can be relatively stable without using this, so honestly the risk outweighs the benefits. It feels expensive and I think hiring is pretty tough.

Due to the presence of Photon Sanctuary, Tribute Summon isn't difficult and you can immediately line up two Level 8s.
It tends to be hidden behind 《Galaxy Knight》and Magician, but it can also be used as a trade-in or cost for Dragon's Mirror, and the stats are pretty good, so if you can't buy 《Galaxy Knight》, you might want to throw in two copies. 3 are absolutely heavy.
Also, due to Kaiser's high defensive power, the defense is stronger than Galaxy Knight.
