Any tuner can catch it, but he's level 5, and the activation conditions are polite to him only when he's Tribute Summon.
It's useful if you can convert a low level monster that you can Special Summon to a high level monster, but in a state where it's possible to make up for the difference in level with other cards that have the ability to deploy. Strictly speaking, if you want to use it, some people have already mentioned it, but you will need to have a purpose such as getting Tziolkin out with Quicklon.
Also, since there is no limit to the number of Tuners that can be put out from your hand or GY, you may want to aim for a somewhat powerful effect.

If it's not Tribute Summon, the effect won't activate, so use 《Treeborn Frog》or 《The Immortal Bushi》to support it.
