Comprehensive evaluation: 《Vylon Prism》is enough.
If you don't want to use it as a Synchro Material for a Synchro Monster that has meaning to negate its effect, Vylon Prism, which can be strengthened by 1000, is better.
A meaningful effect to negate would be Laval's handicap, but he can send Laval to GY anyway.

It's an important effect, but if possible, I wanted you to change this a little more. It's a level 4 tuner, which was rare at the time, but it has a big disadvantage that it loses its special effect instead of being strengthened.
Cards that activate GY can only benefit from strengthening, but there are few such cards and their priority is not high.
Compared to those days, the level 4 tuner has become quite substantial, and it's not without advantages such as being able to search with Geargia, but I think it's a tough card.

Synchron principle
Although he is Synchron's level 4 tuner, he has a strong peculiarity because he negates the effect of Synchro Monster instead of increasing his ATK by 600.
Since the negate effect lasts only one turn and the GY activation is not negate, there is a way to use it, but I don't think there is much point in increasing the RBI slightly.

What about using Stardust?
The effect is negated until the End Phase of the turn you Synchro Summoned this card, so I think it's compatible with Stardust. His powered-up ATK destroys the opponent's monsters in battle, and on the return turn, you can use the resistance effect to stop the destruction just once, so I think it's recommended.
